Dr. Lomax R. Campbell
President and CEODr. Campbell is the founding President and CEO of Third Eye Network, LLC, an innovative multicultural management strategy consortium serving a diverse national multi-sector clientele. With 20 years of combined experience in small business, higher education, and government administration, his expertise includes: Strategic management, marketing, systems change, ethnic psychology, cultural competence, urban entrepreneurship, technology innovation, economic and workforce development. He holds a Doctor of Management degree from the University of Maryland Global Campus, an Executive MBA and a Bachelor of Science degree from Rochester Institute of Technology, and a Certificate in Leading Economic Growth from Harvard Kennedy School of Government.

Ariana King
Executive Administrative AssistantAriana is the assistant to the President and CEO after spending 12 years of combined experience in healthcare from professional roles at the University of Rochester and Rochester Regional Health. She holds a Bachelor of Science degree in Health & Wellness from State University of New York at Buffalo State College and is a member of the National Honors Society. She discovered her passion for Black women’s health while enrolled in college, and particularly took interest in maternal mortality and morbidity issues. Ariana is a self-described foodie, and she enjoys exploring new food spots, traveling, spending time with family and friends, and her dog Biggie.

Rokele Mikell-Castillo
Director of Operations & ComplianceRokele has 20 years of combined Management and Operations experience within private and government sectors with expertise in business and economic development. As the Director of Operations and Compliance, she is dedicated to optimizing operational controls, driving efficiencies, managing complex projects, and cultivating strategic partnerships. She holds a Bachelor of Science in Business Administration and Management, with a Minor in International Studies from the AACSB-accredited SUNY Brockport. Additionally, Rokele has earned a Certificate in Professional Economic Development from the University of Oklahoma’s Economic Development Institute, a program accredited by the International Economic Development Council. A proud native of Rochester, New York, Rokele enjoys raising her family there. In her free time, she loves traveling and creating lasting memories with family and friends.

Maria Oliver
Acting CFO – ROCEDC TeamMaria brings nearly 14 years of combined experience with government and nonprofit administration. Maria has an associate degree in accounting and is currently completing a Bachelor of Science in Business degree with a Financial Planning Certificate from the University of Phoenix. Maria is also currently taking courses to get her Economic Development Financial Professional Certificate from the National Development Council (NDC). In her current role as Finance Director with Rochester Economic Development Corporation (ROCEDC), Maria controls a budget that is over $16 million dollars. Her other duties are creating a yearly budget, executing agreements and contracts, supervising the disbursements of funds, yearly audit, filing reports for different grant programs and the yearly report for the New York State Authority Board Office (ABO). Maria has two adult children and in her personal time, she enjoys traveling, cooking, watching the NY Giants play, spending time with her family, and her Shih Tzu, Nubia.

Sarah Norgren-Whitehead
Marketing & Design ManagerSarah Norgren-Whitehead is a strategic marketing communications professional with 20 years of experience, specializing in achieving marketing goals aligned with business objectives. Holding a Bachelor of Fine Arts Degree in Graphic Design from SUNY Buffalo State University, she graduated Cum Laude, adding a strong educational foundation to her extensive career. Her expertise lies in developing and implementing integrated marketing communications and graphic design, making a substantial impact across economic development, public agencies, and private sector businesses. Demonstrating collaboration and autonomy, Sarah formulates and implements strategies across diverse projects, consistently delivering exceptional results. As a leader, she values diverse perspectives and promotes a collaborative environment that has guided marcom teams to ensure alignment with organizational brands. Outside of work, Sarah cherishes the time she spends with her husband and two daughters. She finds joy in music, art, dancing, and always leading with her curiosity to guide her through life’s journey.

Shemeka Davis
Project ManagerAs a project manager, Shemeka analyzes and coordinates all aspects of project-based work across each phase of the project lifecycle. She works with clients to provide a high level of service for overall success. Shemeka has a Bachelor of Science degree in Urban Planning from Alabama A&M University. She has enriched 15 years of public and private sector experience in businesses development, strategic planning, and stakeholder engagement. Shemeka’s interests are volunteering at church and in the community, all things related to business development and gardening.

Anthony (Akil) Manning
Senior Business Associate – ROCEDC TeamAs a Senior Business Associate for Rochester Economic Development Corporation (ROCEDC), Akil specializes in guiding entrepreneurs through the intricacies of funding applications within the organization and aligning applicable resources. His expertise extends beyond individual enterprises, as he collaborates with community organizations to pinpoint clients poised to benefit from our services. His strategic approach and community engagement fosters economic growth and sustainable success. Akil Manning has a Bachelor of Science degree in Mathematics with a concentration in Actuarial Science from SUNY Brockport. He has several years of multifaceted industry experience in areas such as telecommunications and banking amongst others. Being a champion behind entrepreneurship he has consulted numerous businesses in strategy implementation.
Akil’s interests can be summed up as A4: Anything Food, Anything Fitness, Anything Automobile, and Anything Adventure

Teddy Carr
Graphic DesignerTeddy Carr is a Kansas City, MO based graphic designer who joined Third Eye Network as our inaugural in-house designer. With 7 years of experience in design for both freelance and in-house clients in the Midwest, she holds an Associates of Arts and Science from Johnson County Community College in Overland Park, Kansas. Skills that she has cultivated between school and on-the-job work include proficiency in software like the entire Adobe Suite, Google Suite, Microsoft Suite, Procreate, Filezilla, WordPress, Meta Business Suite & Figma; as well as technical skills in layout design, logo design, branding, illustration, packaging design, image editing, color theory, HTML and CSS, email newsletter design and social media marketing. Outside of work Teddy enjoys crochet and loves to cook and bake a wide variety of dishes – she even makes her own tofu and yogurt! She enjoys watching travel vlogs of different countries to plan her own future adventures.
